SCFOA Officials' Rating & Performance Guidelines
The guidelines outline the quality traits expected of SCFOA officials, serving to train both new and existing officials while forming the foundation for performance evaluation. These guidelines undergo an annual review by the SCFOA Board of Directors and receive the President's approval before each football season.
PREGAME / HALFTIME / POSTGAME
- Punctual for pre-game, halftime return, and departure from the game location.
- Dresses before the pre-game conference, not during.
- Alert and attentive during pre-game; eliminates potential distractions.
- Participates in discussions and contributes meaningful, constructive input.
- Stays focused on the topic at hand; listens to instructions and discussions.
- Has proper equipment for the game and anticipated weather conditions. Equipment is prepared upon arrival.
- Assists with the coach meeting and performs all assigned duties — inspections, ball boys, chains, crew, etc.
- Displays proper posture during the pledge and shows respect for school songs and functions.
- Discusses game situations in an appropriately private setting; participates positively in halftime and post-game critiques.
- Leaves the dressing area clean.

- Communicates with fellow officials before, during, and after play to ensure proper rules and mechanics application.
- Avoids numerous and repetitive mistakes.
- Performs consistently under pressure; displays the courage to make the correct tough call.
- Understands the significance of game situations and strategies.
PROFESSIONALISM
- Displays a positive attitude toward players, coaches, and fellow officials; courteous at all times.
- Gives best possible effort and demonstrates a genuine desire to perform at the highest level.
- Accepts game assignments without complaint.
- Maintains a neat, clean, and professional appearance before, during, and after the game.
- First-class uniform appearance — shined shoes, white pants, undershirt, clean fitted hat, white stripes on shirt and socks.
- Displays integrity in handling game situations; maintains control of the game and its circumstances.
- Prompt in all situations — the crew or game does not repeatedly wait on this official.
- Conducts themselves professionally from arrival to departure.
- Open to suggestions for improvement from crew members.
- Represents SCFOA in a positive manner at all times.
RULES KNOWLEDGE
- Applies rules consistently and decisively.
- Focuses on applying the rules correctly rather than seeking a favorable rating.
- Permits play to the spirit of the rules without over-officiating.
- Avoids numerous and/or repetitive mistakes.
- Identifies and corrects errors in a positive manner.
- Displays integrity and common sense in the application of penalties and clock management.
- Helpful to crew members on rules interpretation situations.
- Shows good judgment.
MECHANICS
- Displays mobility and positions properly to have the opportunity to make the correct call.
- Covers assigned duties; assists with spots and contributes to the effectiveness of the entire crew.
- Gives clear, proper signals as defined in the SCFOA Mechanics Manual.
- Communicates appropriately with the crew as play is about to begin and when play has concluded.
- Performs preventive, back-side, and dead-ball officiating where appropriate.
- Functions as a team member in applying sound, approved mechanics.
- Retrieves and handles balls coming on and off the field as situations dictate.
- Covers flags as required.
- Identifies and corrects errors immediately.
- Avoids numerous and/or repetitive mistakes.
PHYSICAL
- Displays mobility and is able to get into proper position to make the correct call.
- Hustles in all situations.
- Physically able to work the entire game; demonstrates adequate endurance.
- Maintains appropriate general physical condition and appearance — hair trimmed, clean-shaven, weight and height proportional.
- Does not begin a game when injured to the point of being unable to properly perform officiating duties.
